Dr. Janelle K. St. Louis, known to many as “Dr. J,” is a pharmacist, community leader, small business owner, and advocate committed to building a stronger, more equitable Chesapeake.
Her career has always been rooted in service, and she brings a practical, resultsdriven approach to leadership that puts people first.
As a Clinical Pharmacist, Dr. St. Louis works every day to ensure patients receive safe, effective, and compassionate care. Her experience across retail, hospital, and outpatient pharmacy settings has given her a firsthand understanding of the challenges families face when it comes to healthcare access, affordability, and navigating complex systems.
Her passion for service extends far beyond her profession.
Dr. St. Louis serves as the Health and Wellness Ministry Leader at The Mount Chesapeake Baptist Church, where she leads impactful initiatives such as community health fairs, wellness programs, and outreach efforts that serve hundreds of residents each year.
She also serves on the Board of the American Heart Association Hampton Roads and the Chesapeake Commission on Health and Well-Being, where she works to improve health outcomes and expand access to resources across the community.

She is running for Chesapeake City Council because she believes the city deserves leadership that is transparent, forward-thinking, and focused on delivering real results. Her campaign centers on affordability, infrastructure, transparency, and expanding opportunities for all residents. She is especially passionate about making sure teachers, first responders, and working families can afford to live in the city they serve.
Campaign Priorities
As a pharmacist, I have built my career on solving problems, improving outcomes, and earning people’s trust. That same approach is what I will bring to Chesapeake City Council. My priorities are grounded in fairness, accountability, and practical solutions that make everyday life better. I believe in Democratic values like equity and opportunity, but I also believe real progress happens when we are willing to work together across the aisle to get things done.
Affordable Housing
Everyone who works in Chesapeake should be able to afford to live here. Right now, too many families, teachers, first responders, and seniors are being priced out of the very communities they serve. I support responsible growth that expands housing options while still protecting the character of our neighborhoods. This means working with developers, nonprofits, and community leaders to create housing that people can actually afford. When people can live where they work, our entire city becomes stronger.
Transparent Governance
People deserve a government they can trust. That starts with transparency, clear communication, and leadership that listens before making decisions. Residents should not feel like decisions are being made without their input. I will work to make sure information is accessible, conversations are open, and the public has a real voice in shaping our city. Good governance is not about politics, it is about doing what is right and being accountable to the people we serve.
Equitable Infrastructure
Infrastructure should not depend on your zip code. Every neighborhood deserves safe roads, proper drainage, reliable utilities, and access to modern resources like broadband. I will advocate for fair and thoughtful investment across all areas of Chesapeake so no community is left behind. Growth should be intentional and inclusive, and I am committed to working with others to ensure our city develops in a way that benefits everyone.
Equitable and Accessible Healthcare
As a healthcare professional, I have seen firsthand how access to care can change lives. No one should have to choose between their health and their finances. I will advocate for policies and partnerships that expand access to affordable, high quality healthcare, especially in underserved communities. This includes a focus on prevention, community based programs, and addressing chronic diseases that impact so many families. Healthcare should be within reach for everyone, and it should lead to better outcomes across our city.
Throughout her career, Dr. St. Louis has built a reputation as a connector, a problem solver, and a leader who gets things done.
